Diane Kelley, Ed. D., graduated from Laurel Hill School and earned her B.A. in English Education from the University of West Florida. She holds certifications in five areas (English/Communications, Social Studies, Gifted, Media, and Educational Leadership). She earned a Master’s Degree in Educational Leadership and a Specialist degree in Curriculum & Instruction from the University of West Florida, where she also completed her Doctorate Degree in Educational Management with a focus on Curriculum & Instruction.

Dr. Kelley began her career in Okaloosa County as a language arts and social studies teacher at Laurel Hill School. She also taught at Richbourg Middle School before becoming the media specialist at Richbourg and, later, at Davidson Middle School, the namesake of her family.

She has held administrative positions as district coordinator of Technology & Media Services, Principal of Laurel Hill School, Principal of Bruner Middle School and Director of Curriculum, Instruction & Assessment for the Okaloosa County School District and served as Principal of Destin Middle School at Regatta Bay.

She has served in the capacity of Director of Principal Evaluation, Training & Support for Okaloosa schools. She has also taught at the university level in both graduate and undergraduate programs of study. She has been and is involved in many community and civic committees; among them are serving on the articulation committee for the teacher preparation program at Northwest Florida State Community College, and has served as an elected official for the city of Valparaiso, in a four-year term as a Commissioner.

Dr. Kelley was responsible for franchising Okaloosa Online from the Florida Virtual School, licensed four channels from the FCC for the creation of an ITV service for the district, and has written many important grants, including the first distance learning grant to assist homebound students. She also wrote one of the earliest Technology Plans for the district, previous versions of the district’s K-12 Reading Plan, the current Principal Leadership Plan, and led the District team in achieving its first five-year SACS accreditation.

Dr. Kelley has always remained involved in her community, serving as pianist in local churches and with myriad local committees and organizations. She enjoys reading and writing, antique-collecting, hiking, kayaking, and travel, as well as spending quality time with family and friends.

She was honored to be included in the Okaloosa County Women’s Hall of Fame and the University of West Florida’s “Focus on Forty.”

She is married to Dr. Bill Smith, (who works in the Okaloosa County School System) and has one daughter, Dr. Kristin Kelley Rizzo, who is a physician on the staff of the VA Hospital in Orlando, Florida.

I hold certifications in Educational Leadership/Administration, School Principal, Language Arts, Social Studies, Curriculum & Instruction, Educational Media, Gifted, and Middle Grades; and I have experiences in all of these areas. Additionally, I have taught at the university level in both graduate and undergraduate programs of study and have held a variety of administrative positions at the school and district levels. I have written and received many grants, and have published articles.

Prior to my retirement from our local school district, I wrote and lead many of our professional development programs, depending upon what department I led at the time. Even before retirement, I formed my own educational consultant/training company, Priority Professional Development, so that I could be responsive to other districts who knew of my work and asked me to assist them.

I have been very involved in writing and delivering programs of study in several surrounding districts. I have written complete Level II/school principal certification training programs for two local school districts, as well as 30+ courses in topics of interest to both members of the teaching staff and school leadership. Examples of topics include Quality Feedback, Differentiation, Effective Small Groups, Change Leadership, Mentoring Others, and Adult Learning Theory.

In another nearby district, I led learning walks in every one of the district schools and provided a complete report to each school principal, outlining themes that were noted based on evidence observed in their buildings. At the conclusion of all of the school-based learning walks, I provided a comprehensive report to the superintendent and district staff, detailing common themes across the schools, as well as across grade-levels so that professional development could be designed specific to those areas of need.

In my work with our local university’s Educator Preparation Institute (EPI) in a program called Teacher Ready, I developed a Self-Reflection rubric through which their online instructors are evaluated, as one of the steps involved in increasing educator quality to the students participating in that program. I held several rounds of individual instructor conversations using that instrument. All the conversations have been enlightening and will inform some of the next steps in educator training, based on themes of need that arise authentically from use of the rubric.

In addition, I am frequently involved in public speaking engagements. I am active in my community; I served a 4-year term as a Commissioner for the City of Valparaiso, and I participated heavily in the Destin Rotary Club as the chair of the Speaker’s Bureau there. I completed a year-long participation with the Commissioner’s Leadership Academy, as the Superintendent’s nominee. I am very active in Learning Forward, having completed an 18-month stint on the host committee for their conference held in Orlando this past December (last year, we were in Vancouver).

In August of this year, I was elected to serve on our local school board. My term as a school board member will continue through 2022.

Principal, Destin Middle School at Regatta Bay- 2009-2013

In this capacity, I served directly with the Superintendent and the Chief Officer of Quality Assurance to provide appropriate, timely information to our schools relevant to student performance and legislative mandates, and I provided many relevant training initiatives. I put online courses in place to expand opportunities for our students, as we were the smallest and most geographically remote school in our district, located near the Alabama line.

District Coordinator of Technology & Media Services – 1998-2001
